The government in Wales has announced that it intends to draft new guidance on separate recycling collections in the next few weeks. The Welsh government said that it needed to provide clarity on the legal requirements that cover separate collections of waste and recyclable material so that local councils and their refuse collection sub-contractors operating in the country know where their responsibilities lie. Andy Rees, who is the head of waste strategy for the Welsh government, made the announcement whilst speaking at an all party parliamentary event in London.
It is expected that a consultation document will be available for concerned parties to comment on later this year. The Welsh move is in line with the Waste Framework Directive which sets out the need for individual collections of paper, metal, plastic and glass from the beginning of 2015. Under the directive, certain exceptions to the separate collections may be made, but no guidance on this has yet been offered by the Westminster government, hence the Welsh government’s reason for going it alone.
