Under the scheme, anybody who puts the wrong category of waste into a bin will be censured and their bin will not be emptied. The censure will take the form of a red tag, containing an apology, which will be attached to the offending bin. Those householders who use the bins in the proper manner will receive a green tag containing a &#8216;thank you&#8217; message.<\/p>\n<p>The council&#8217;s environmental services department are hopeful that such cards will both encourage and remind people, improving rates of recycling and preventing the time-consuming contamination of containers which occurs when rubbish is not thoroughly sorted.
